in our introduction the other key business driver is configuration, how
much user manipulation can we safely introduce without increasing the
potential of breaking a schedule?
Different types of
configuration are user and system configuration.

User configuration
must be done by an authorised and
appropriate user and will require approval in the same manner of other
high-impact static data. Such configuration should be restricted to areas
where the impact of change is easily identifiable, and is restricted to a
specific area.
System configuration
could range
from maintenance via a GUI by a system administrator (at one extreme) to
rapid turnaround of code by a programmer (at the other extreme). These
areas are where the impact of change is less certain and therefore require
a more robust level of testing and facility for rollback
